Users don’t skip onboarding because they’re lazy. They skip because you handed them a workbook when they wanted someone to show them around.
That distinction matters. The entire onboarding software industry is built on the assumption that users skip because the content is bad: too long, too generic, poorly timed. Fix the content, the thinking goes, and completions go up. So every year, product teams invest in better checklists, shorter tours, and smarter segmentation.
The average onboarding checklist still has a 19.2% completion rate. The median is 10.1%. After ten years of optimizing the content, nine out of ten users still don’t finish what you built.
The content is not the problem. The medium is.

The advice in every benchmark report lands in the same place: shorten the tour, improve the timing, personalize the copy. The category assumption is that if you optimize the content well enough, users will complete it.
They won’t. Not at the rate you need them to.
Why the Accepted Wisdom Is Wrong
Here is what’s actually happening when a user signs up for your product at 11pm on a Tuesday.
They have fifteen minutes of attention, maybe twenty. They want to know if the product will solve their problem. They are not interested in being educated. They are interested in getting a result, fast, and deciding whether this thing is worth their time.
You hand them a tooltip that says “Welcome to [Product]! Let’s get you started.” They click “Next.” The tooltip moves to a different button. “This is where you create a project.” They click “Next.” Three more tooltips. Then another. The tour has eight steps. They’re on step three. They click “Skip Tour.”
72% of users abandon apps during onboarding if it requires too many steps. Three-step product tours complete at 72%. Seven-step tours drop to 16%. This is not a content quality problem. It is a format problem. The format asks users to follow a script. Users want to accomplish something.
The medium signals: “This is a task you must complete before you can use the product.” The user hears: homework. Homework gets skipped.
No amount of better copywriting fixes this. Shorter tours help at the margin. Personalization helps a little more. But these are optimizations on a format that is structurally misaligned with how people learn.
People do not learn software by reading about software. They learn by doing, with guidance available exactly when they need it, in plain language, in real time.
The Evidence That Content Optimization Has a Ceiling
The data on onboarding completion rates has barely moved in years, despite enormous investment in better tooling and better content.
The best-in-class onboarding checklist completion rate is still under 50% for most SaaS companies. Roughly 75% of new users abandon a SaaS product within the first week. 55% of users stop using products they cannot figure out.
These numbers have stayed in the same range through multiple generations of onboarding tools. Better tours have not moved the needle at the category level.

The constraint is gone. The tools exist now. The question is whether you want to keep optimizing the format that users skip, or switch to the format that users complete.
If you are evaluating onboarding tools, the frame to use is not “which tour builder has the best personalization.” It is “does this tool let me have a real conversation with every user, or does it just point at buttons in new and interesting ways?”
